OIG Audit: USPS Los Angeles District Unable To Account For Over $1.6 Million In Money Orders

This report presents the results of our audit of financial accountability in the Los Angeles District . We identified internal control deficiencies over stamp, money order, and cash accountability; and financial accounting and reporting. Management at three units did not properly account for 4,204 unrecorded, missing, or old style money orders valued at $1,681,600.9 Postal Service policy requires the postmaster to maintain an accurate inventory of all accountable paper within the postal retail unit. The xxxxxxxxxxxxxxxxxxxxxx attributed these conditions to inadequately trained supervisors, frequent detail assignments, and acting manager assignments. When controls are not functioning as prescribed, there is an increased risk the Postal Service could lose cash, accountable items, and revenue without detection and misstate financial records

The Postal Service established the backdoor order entry process when it created the OfficeMax contract in January 2000. At that time, there were still a substantial number of offices without access to the Internet or the eBuy system. The backdoor process allowed these offices to mail, fax, or telephone orders to OfficeMax, who would enter the order into the system for processing and payment. Since there is no validation of purchase approval or independent certification of the invoice before payment, we identified $8,979,032 in unrecoverable unsupported questioned costs8 for the 163,446 backdoor transactions that occurred from July 2007 through June 2009

I d not think that President Burris or APWU membership is prepared to accept the privatization option that might be required to fully take advantage of the Postal Service's capabilities as a deliverer of advertising. For too long privatization has been tied to cutbacks in jobs and reductions in compensation for APWU members or leadership to accept. However, the current financial challenges of the Postal Service suggest that those cutbacks and compensation reductions may come even without privatization. President Burris' message to his members suggests that it may be the time for the APWU to seriously invest resources to flesh out how a Postal Service free to pursue all opportunities relating to advertising delivery, and for that matter any business that could use the capabilities of postal employees and network of sortation and retail facilities, could improve the long-term prospects of the Postal Service and the APWU members that it employees.

Erickson filed an MSPB appeal under Uniformed Services Employment and Reemployment Rights Act of 1994 (USERRA), asserting that he was improperly removed because of his military service and requesting that he be reinstated. House Provision Could Cost FedEx Millions, Stall Deliveries

Federal Express is preparing to launch a multimillion dollar public-affairs campaign to derail House-passed legislation that would put the airline-based freight company under labor rules governing United Parcel Service, FedEx's trucking-based competitor. Worried that its costs could surge and overnight deliveries could be stalled by wildcat strikes if the changes are put into place, FedEx on Tuesday is expected to lay out a multimedia campaign using the Internet, TV, and paid advertising.

At issue is a provision in the Federal Aviation Administration reauthorization bill that would make it easier for FedEx drivers to be organized by the Teamsters. The House OK'd the bill largely on party lines. Its fate in the Senate is in doubt. In the past, FedEx has killed the provision that would remove the company's drivers from the Railway Labor Act's jurisdiction, which requires companywide labor-organizing votes, and put them under the National Labor Relations Act, which lets unions organize on a location-by-location basis. FedEx argues that the RLA is more appropriate because the company is jet based, and Congress in the past has worried about letting strikes impact aviation-based commerce—especially critical today when internationally traded products and medical supplies and even body parts travel on overnight flights.
