Ending Denominated Stamps

Courier, Express, and Postal Observer: Ending Denominated StampsUSA Today reported on December 28, 2010 that all First Class stamps in 2011 will be forever stamps. Currently, forever stamps are only available in a limited number of generic designs. The switch puts commemorative stamps on a equal competitive plain as more generic stamps sold in booklets and sheets.

The shift reflects a final blow to the traditionalists and penny counters at the Postal Service that held onto denominated stamp concept far beyond the point that it made business sense for either First Class mail or for the Postal Service's commemorative program. For those with some memory of the regulatory process, the forever stamp was pushed for many years by the Postal Regulatory Commission's Consumer advocate and approved in 2007 after long opposition from the Postal Service.

Chaffetz calls Postmaster General’s retirement package ‘ridiculous’

Chaffetz calls Postmaster General’s retirement package ‘ridiculous’ | The Daily Caller - Breaking News, Opinion, Research, and EntertainmentRep. Jason Chaffetz called the $5.5 million retirement package for outgoing Postmaster General John Potter absurd and unfair in the wake of the United States Postal Service’s announcement that it had lost $8.5 billion this year. “That was ridiculous,” Chaffetz said in a phone interview with The Daily Caller. “It doesn’t seem fair to anybody.”

The congressman from Utah is the ranking Republican member on the Subcommittee on Federal Workforce, Postal Service, and District of Columbia. He has been working with California Rep. Darrell Issa, the ranking Republican member of the Oversight Committee, on “introducing a comprehensive postal reform bill,” he said.

Chaffetz called the USPS’s accounting of retirement funds “part of the reason that they’re so upside down financially.” He also cited the way in which the USPS does workers’ compensation as another issue.

“They have to pre-fund this at levels that others do not,” Chaffetz pointed out. As far as a solution goes, Chaffetz said, “We’re still trying to sort all that out,” saying that everything should “be on the board.”

The financial situation of the USPS is precarious, and the threat of a taxpayer bailout for the constitutionally mandated Postal Service looms.

Rep. Darrell Issa, Republican of California, who is set to become chairman of the Oversight and Government Reform Committee in the next Congress, said on Friday that he would push for major changes at the Postal Service, which has announced an $8.5 billion annual loss.

“This loss only underscores the urgent need for the Postal Service to trim its operating costs to match revenues,” Mr. Issa said in a statement. “Congress has an obligation to ensure that effective solutions are implemented and taxpayers don’t get stuck paying for a bailout.”

Mr. Issa has long warned that ongoing losses by the Postal Service could force taxpayers to “bail out” the agency, which by law is supposed to be self-funded.

He has cited the need to downsize the labor force and reduce costs to reflect declining demand and new market conditions

Postmaster General Honors Burrus at the Bargaining Table

Postmaster General Honors Burrus at the Bargaining TableTo commemorate retiring President William Burrus’ last day at contract negotiations — and his more than 50 years of postal employment — Postmaster General John E. Potter made an appearance at the bargaining table Nov. 10 and presented Burrus with the Postmaster General’s Medal of Freedom.

“Behind closed doors, we actually get along,” Potter joked. “We both have one interest in mind — the interest of the postal employees.

“Personally, I’m going to miss you, and I know the Postal Service is going to miss you,” Potter said before presenting Burrus with the honorary medal. The PMG’s Medal of Freedom is given in recognition of outstanding individual contribution to the Postal Service.

Deputy Postmaster General Patrick R. Donohoe, who will replace Potter when he retires next month, also attended and paid tribute to Burrus.

Burrus addressed both negotiating teams and thanked the Postal Service for their efforts in changing the work conditions for postal employees.

“I appreciate the agreements we have been able to reach, and even the disagreements we worked on,” Burrus said. “I have been blessed in a number of ways, and I am thankful for the opportunity I’ve had to work with such interesting characters.

“My 30 year history at the bargaining table has been a good run, and together we have made a difference,” Burrus said.

APWU President-Elect Cliff Guffey takes office as the union’s highest-ranking official on Nov. 12. The current Collective Bargaining Agreement expires Nov. 20.

Federal pay and benefits could change with new Congress

Govexec.com - In recent months, there's been a lot of talk about proposed hiring and pay freezes and mandatory furloughs in the federal government. But those ideas could become reality if Republicans on Tuesday win the necessary 39 seats to gain control of the House.

House Republicans unveiled their Pledge to America in September, promising to reduce the size of government and freeze hiring for all nonsecurity-related federal positions. Lawmakers in both chambers also have pushed several measures that would affect federal jobs and benefits. For example, Republicans have introduced legislation that would furlough all federal civilian workers for up to two weeks in 2011 and make those with outstanding tax debts ineligible for continued government employment. Bills in both chambers would cap the federal workforce through attrition or by allowing agencies to hire only one employee for every two employees who leave.

In addition, GOP lawmakers have used the YouCut program to push federal workforce reductions. The initiative, designed to control government spending, allows the public to vote online, or via text message each week on legislative proposals. The winning idea goes to the House floor.

BUrrus: Notion that USPS Can’t Afford Unions Is a Cheap Shot at Workers

Notion that USPS Can’t Afford Unions Is a Cheap Shot at Workers

Postcard from Washington

Postcard from Washington. The Supreme Court of Sticky Stamps - officially, the Postal Regulatory Commission - invites us to what is advertised as ``a short briefing'' in a room crammed with lobbyists and lawyers. On the dais are three men (all Republicans) and two women (both Democrats) who are here to inform the United States Postal Service whether or not they will permit it to raise the price of a first-class stamp by two Lincoln pennies, all the way to forty-six cents.

The Postal Service has asked for an ``exigent rate adjustment,'' far exceeding the microscopic rate of inflation, because email, Facebook, Flickr, and the Great Recession have eaten savagely into its revenues, while its pension obligations to millions of retired mailmen can be stayed by neither snow nor rain nor heat. Annual losses are being measured in the billions of dollars, hence the appeal to the PRC.

Post office burglar lacked exit plan - Calls 911 To Get Out

Police: Post office burglar in Cambridge lacked exit plan: "What do you do if you break into a post office but you can't get out? Call 911, of course.

Heather L. Kramer, 22, used a phone inside the building just before 3 a.m. to call for police help to be let out, Cambridge-Greenwich Police Chief George Bell said.
Police believe she was in the building for a couple of hours, but nothing was found missing or damaged, Bell said.

Kramer wrote some 'pretty bizarre notes' inside the building, but they did not seem to make any sense and were not threatening, he said.
When she called 911, she reported her name as 'Slim Jim' and said she was waiting for a package, the chief said."
