PRC opens comment period on USPS 'summer sale' - DMNews: "The Postal Regulatory Commission today began receiving public comments on the US Postal Service's proposed Standard Mail Volume Incentive Pricing Program.
The so-called “summer sale” seasonal rates would take effect July 1 and run through September 30, and would be open to mailers who sent more than one million Standard letters and/or flats from October 1, 2007, through March 31, 2008"
